Hi all,
I currently have a PNA that is running wince 5.0 but i have no way of accessing the desktop (if explorer.exe is even there).

The USB port is a mass storage port that exposes the SD card in the device.

Is the only possible way in to get a valid ROM image from the device itself or from teh manufacturer and take it from there?

It's a cheap Chinese PNA i got from ebay. It isn't a Tomtom or navmanm etc.

Here is the package that works on my Chinese pna from ebay: http://rapidshare.com/files/139333105/Paket1.zip.html
Backup your current storage card. Check how on your card is named path to executable in shell.ini file you may need to change change card name in my shell.ini (on my pna it was \SDMMC\..exe)
Extract my package to your card and modify shell.ini if necessary (notepad will do the job, just check that it saved file as shell.ini, not as shell.ini.txt).
Switch pna off, insert card with extracted package.
By pressing navigation button wince commander will be launched (if shell.ini has no path mistake). Make it showing two windows.
Open on cd card folder Paket1, take from there folders Desktop and StartUp, drop them to Windows directory on pna.
Open folder dlls, take all dlls and drop them to Windows directory on pna.
In Windows directory open Desktop folder and doubleclick on explore icon.
Shell and window mover will be launched.
Close wince commander and you will see desktop.
I've included also registry editor, mahjong game and task manager (if you will want to kill some buggy programs).
Enjoy.

Thanks mate,
your info was good - I used the regedit to get rid of an install that went wrong.

But now I cant install the program I want to.
I'm using WinCE and I am trying to install Transas Navigator Pocket Sailor onto
a new IPAQ 312, its a good unit but useless if I cant get this program on it.

The message I get
is
"Unsupported System Version
The program is not compatible with the current operating system and, therefore,
may not run on this device. Do you want to continue installation?"

I realise rules are meant to be broken or should I just try and sell the thing now?

I do not know anything about your IPAQ, but if one navigation program doesn't work, you can try to put another one. Search for navi program that is without cab install - just extracted exe with all necessary files.

HP 312, you CAN install that program - by clicking "Yes" in response to the message asking if you want to continue installation. The worst that can happen is that, when you try to run it on the device, you'll get an error message saying that it's "not a valid Pocket PC application." No harm, no foul.

Sometimes you can modify the exe with executabilitycheck.exe to a different coredl.dll and it will work..
Also somethimes you can rename an explorer.exe to whatever you call you navigation program..
ie; If your navigation software that launches from your SD card was called navigation.exe you would move that and rename an explorer.exe from a windows CE to navigation.exe and out it in its place...
The trick is finding the correct explorer.exe for your version of CE.. 4.2, 5.0, etc...
