After ARMv8 with virtualisation support kicks in nothing prevents you from having everything at once (except the need for own virtualised drivers for host and all guest OS's).
If ARM gets something like VT-D virtualisation gets delicious.
You may have any major version of Windows CE in VM if you succeed in emulating sufficient set of supported devices. VT-D makes things somewhat easier in certain cases.
