Resetting the UbiSurfer 9 is done by holding down the power button for a few seconds. Unfortunately, this appeared to be a common problem with this model. Sometimes you can get it to boot properly into the Windows CE desktop, but in some cases it never boots properly. That may have something to do with Datawind not responding - my guess is they closed up shop. See this thread for some of our other members' experiences, including my own

I'd still suggest trying a soft reset by holding down the power button as I've described above - you might get lucky. You can also try leaving it on until the battery runs down and letting it sit for a few days with the battery empty before charging it up again - that's worked for me once or twice
(though the problem may recur as it did for me
).
