I don’t believe HPC2000 has a way to change the language like CE4.x can with a MUI pack.

That said, you can get around the language issue with just using third party apps instead that use English.

For example, for file manager, use Total Commander
For spreadsheets, use SpreadCE
For text, there should be several note pad style programs

Actually, there is a way to convert Japanese HPC2000 devices to English.
A cab made by Geared2003 is there to convert Sigmarion 2 to English.

However, I don't know if this file will work on NEC MC/HC300HC since it seems ARM based, and Sigmarion 2 is MIPS based. It probably would, since it says HPC2000 devices are supported.
Proceed at your own risk and if anything goes wrong, try hard resetting it.

Update: It worked on my Jornada 728 with ARM processor (Strong ARM) so it should work on NEC MC/HC300HC as well. Good luck.
You will need to soft reset after installing for the changes to take place.

Okay. I did some research given what Stingraze brought up.
