You could try UniExtract, which utilizes many different methods for extracting the data files contained within an installer executable. I've had very good success when extracting cabs from installers using this utility for my site. I cannot even recall the last time it didn't work on a HPC software installer I threw at it.

The registry explorer is only an additional dll that integrates with the resco explorer, correct? It is the rregshell.dll file.

So the question Patrick is are you trying to find the actual file for download? Or do you already have it and want to know how to install it? C:Amies post will do that. Mscdex's approach is an easy alternative as well.
