What is the difference between CE 5 and CE 5 Build 1400

I am developing a multi-lingual C# SQL server based application on a Symbol MC9090.
I have two different machines. They are as follows:
MC9090-GH Has Windows CE
MC9090-GK Has Windows CD (Build 1400).

I can connect to SQL Server on the GK machine but not the GH machine.
The error I get is "Couldn't connect to Database: File or assembly name 'System.Data.SqlClient'.

I had already installed sql.dev.ENU.wce5armv4i.CAB and sql.wce5.armv4i.CAB.

The GK works fine, but the GH does not. Could the problem be in the difference between CE 5 and CE5 Build 1400?
