It's built with GCC, it won't necessarily set correct OS requirement I guess. Check if it runs.

It looks like it's an empty binary or something. It runs but does nothing. libvlccore and libvlc do not seem to lack dependencies. There is no output if I launch it from CMD.

The more recent versions of VLC for WinCE are command line only, just so you guys know. It's the builds from like 2002 that still have a GUI.
