I eventually got the file deleted by temporarily disabling the recycle bin
What Windows ACTUALLY wants to tell you is "cannot move foo.dat to recycle bin."

I always found that funny - not enough room to make room.

The other side of that is an error message I often get in Total Commander when there's not enough room in a storage volume for a file I want to move there: first it asks if I want to overwrite the file already there (when the file isn't already there), and then when I choose 'Overwrite,' it says I can't. Duh. Why doesn't it just say there is not enough disk space in the first place, like explorer.exe does?
