I have one unlocked CE device, a satellite TV receiver, which I know has a built in video and audio decoder chip. Does anybody know how to find out if any other CE devices has hardware acceleration?

Sure: read the specifications.

Unfortunately vast majority of CPUs are supported with some OEM program only if any and are often tied to the specific driver from this OEM (CE6 architecture makes it necessary to have a driver for a decoder).

For example, I have a CE6 device (which I have broken) with S3C6410. It has a copy of TCPMP with corresponding PLG file which enables H264 decoding (and something else too). However, it relies on the video codec driver which is not obligated to be the same on all devices because BSP can be developed by anybody having the license from Samsung.

Chips commonly supported by TCPMP include Intel 2700G and ATI Imageon 3200 (if any others at all). I cannot remember any other 3rd party player.

Neither. Some unbranded thing.

Even if it is built in CPU you will struggle to use it if OEM did not make it usable for you.
