As the title states, I can play these files fine on say an Android device, but when I try to play them on one of my Pocket PC devices, like on an iPaq 210, the music is garbled. I tried the built in Windows Media Player, Core Player, and Pocket Player, all are the same result, garbled. I also tried on multiple devices, including an Axim X51v, X50v, and HTC Touch Pro...

how long is the file, and what is the bitrate?

I remember having the same problem long time ago (about 10 years)... The best working bitrate should be around 128kbps or 64kbps, for that era. Downsample the mp3, if you can.

Says 128KBS MP3, so it should be ok. I wonder if iTunes did something?

Might be... try importing a file fresh from the web, not from your library.

take a look at this page:
http://www.pocketpccentral.net/help/mp3playerror.htm

That referred this site:
http://www.pocketpccentral.net/software/ent-music.htm

Maybe try those MP3 player?
note: the download links in the link above are dead so you need to try other sites to actually download.

good luck.

Are you saying that you cannot play one MP3 128kbps audiofile on different PocketPCs with different players normally but Android and other devices play it well?? That's super weird. I'd like to ask you to PM me one such file.
