was recently inspired by some old wince6 projects and found some time to give them a go again.
while stumbling upon
http://www.hpcfactor.com/scl/details.asp?id=770
project, i couldn't help but think about giving this old app some fresh enhancements.
been searching on google and haven't found what i wanted exactly.
is there any chance there is a open source software similar to this that i could play around with and add some features.
any help would be great and thanks in advance.

This is the same developer I mention in my thread about the Casio BE-300. As I recall he originally wrote this as a plugin for Tcharts Today, his desktop replacement for the BE-300.

thanks you two, but actually I don't care where the "open source" comes from original code writer or not.
I was just giving that as an example to give readers an example of what I am searching for and what direction I want to take it in once I have a starting point.
Instead of re-inventing the wheel and programming it from the ground up, I've seen many examples of it out there. But some have options and features that I don't care for while others don't have enough options that I do care to use. So in a nutshell, I thought I would modify the source to fit my application and direct use. Feel free to chime with other authors, source codes, etc that acheive the same purpose. Thanks again..

thanks for the fast reply. maybe i'm not using the right term. how about software where the code is available for editing to customize features and functions to your liking.
i've seen code and shared code myself, so i know it exists, but i don't know where to look for this project. hoping to get some pointers rather than writing it all from the ground up. probably wouldn't be too hard, but I don't have that type of time to give this project. something where I could edit out and insert in what I want would be ideal.
you know... like those codes floating around where you can contribute and such... idk

I think it's still a matter of trying to contact a programmer who wrote such a program and ask if (s)he will share the code. Finding still-functioning links to Windows CE-based programs, open source or otherwise, is pretty hard these days. The above link appeared to take me to Trevor Hart's site yesterday, but strangely it redirects to an unrelated page today. (His pages are still available on the Wayback Machine, and the download links still seem to be working from the archived pages.) There used to be a lot of folks on xda-developers.com sharing a lot of stuff, but of course again the Windows Mobile (CE) stuff is all old now. I found a similar program written in .NET on this page:

https://forum.xda-developers.com/showthread.php?t=513858

Maybe you'd get lucky trying to contact that developer.

Codeplex used to be a place for what you're looking for:

http://www.codeplex.com/

. . . but it's pretty much shutting down as of next Monday. I searched it for a GPS speedometer project, but nothing came up.

Check out this: https://www.codeproject.com/Articles/15108/A-GPS-tracer-application-...

or maybe: https://www.codeproject.com/Questions/561672/HowplustoplusreadplusGP...

some source bits here: http://forum.lazarus.freepascal.org/index.php?topic=17960.0

Of course you didn't mention how you were going to code it, C++, Visual Basic, NetCF, etc...
