That is actually not correct. You should not discharge Lithium-Ion. You are correct that you should avoid over charging it as they swell.

Keep the level between 50% and 80% and avoid charging all the way to top top or discharging all the way also.

The problem is, how would I be able to keep it at a specific level.. I have about 20 handhelds that have Li-Ion batteries, atm they're all connected to chargers.
One idea I toyed with is putting an automated power plug there that turns on for a day every 2 weeks or so, but the problem is that some of my handhelds have the habit of turning on when charging and then not going back to standby.. :/ That's a problem as I'm not home for extended periods of time.

Don't. Charge them to 50% and disconnect them into storage.

I meant not discharge it fully, but discharge it once in a while (as in use it).
