I've got it working on Windows 8.1 and 7, no special configuration needed, just run Windows Mobile Device Center, plug the IrDA adapter and run PC Link on the handheld. Windows 10 doesn't have IrDA support enabled by default but it can be enabled
(following the instructions by 4kdn in his last reply to
this thread) and then installing the proper drivers.
My device shows up with no errors in the device manager and the control panel got a new infrared menu but running WMDC and PC Link results in a connection error. Does any one know if there's anything else I have to configure or install on Windows 10 to get this working?
Problem solved, I used the magical solution of just restarting the computer even though it shouldn't be necessary and it started working.
