You need a Windows 95 through Windows XP PC/VM and ActiveSync 3.8, which is obtainable on this site.

Apart from CE 1.0x, which requires H/PC Explorer.

ActiveSync 3.8 will work with any device running Windows CE 2.0 through Windows CE.net 4.2, including the 680.

If your goal is mainly just installing software you can also forego ActiveSync altogether and just run the CAB files directly on the device from memory or flash, and mark them read-only if you don't want them to automatically remove themselves after installation. For those that come bundled in monolithic installers, you can usually pull out the individual CABs with Universal Extractor and throw those on flash. Might be the more convenient option especially if you end up getting a 690 without the sync cable or cradle, sometimes those can be a bit expensive.
