I purchased a NEC MobilePro 400 for $5 on eBay and $5 shipping. It even came with the software, box and an old catalog for CE 1.0 software and hardware...

So, CE 1.0 machines can be much, much cheaper than $20

Also, after browsing archive.org, there is much more CE 1.0 software than we have been led to believe. Many of the CE developers we know and love today like Resco were even around way back then. The trick is finding a place where you can still download their stuff.

Actually the hardest part is sifting through the pay and trialware (no longer usable) to get to the freeware and unexpiring shareware.
Much of it was archived on tucows, you just have to sort through the later (and in much greater volume) programs.
