that's corrupt RAM..
(not rom, because it is not writeable for that device
)
do a full hard reset. leave both batteries
(main and backup too
) out for half an hour then put them back. if it asks you to calibrate then it was a hard reset. does that change anything?
edit: hmm, 1 question, maybe strange, but: did you have and use this hpc before? or you got it just now and it was already like that

)? because in that case, it could be a beta

), or uncomplete badly programmed rom - again it would be a beta device just they screwed up something or wanted quick test of something

though, i do have some beta CE1 device, but it is perfectly usable.
