You can use BijiWriter to take notes, record contact information, and even to personalize web pages with your handwriting. The software provides a convenience way to input symbols and non-English characters, especially Chinese/Japanese/Korean. What you write is what you get!

Installation Instructions |
The ZIP file contains the ARM version of the executable BijiWriter.exe. Simply extract and copy the contents of the ZIP file onto your ARM-based Windows CE device, and double-tap/double-click on BijiWriter.exe to execute it on the device.
