Maybe it needs a CE 3 version of inkx.dll. IIRC, cmonex has an H/PC 2000 richink/inkx ZIP package on her site.
H-Bomb might work if you install the H/PC 2000 VB runtime files on the Sig.

CEdit colours code..here is a version for wm2003 wich you could be able to get to work. That's not free but quite cheap
