I am still a newbie in the HPC world but I am interested in learning how to program for these devices, how difficult is it to write programs for Windows CE 3.0 and what would be the best way to get started? Any help/suggestions would be greatly appreciated.

The best supported language to program Windows CE is C/C++. All the compilers made by Microsoft are free now. For CE 3.0 you'll need Embedded Visual Tools 3.0 (with SPs) and HPC 2000 SDK. Check Support > Developer support on this site.

As for C++ choose the way to learn it by yourself.

Yes, C or C++ is the most useful language for these. Programs may also be written in eVB (Embedded Visual Basic).
