Some folks have had good experience with CrEME, but it's not free:

Has anyone had a look at the new Java ME Platform SDK 3.0? It has a WM6 runtime in it. I haven't looked at the binary, and while I've used WTK 2.5.5 and know that was no use for CE, perhaps Sun Oracle have had a change of heart.

It is supposed to provide 1.4.2 CLDC MIDP, and you never know your luck, they may have compiled the thing for the WECE5.0 core.

CrEME trial is working, but not for the file I want to open. It says it is starting, then the window disappears. Any ideas?

The only thing I can say is that not all Java applets will work with every Windows CE Java VM. I get the same response you describe with lots of Java applets when I try them in the Chai VM on my Jornada 728. (Granted, Chai isn't the best Java VM out there, but the point still stands.)
