I've tried some 'standard' applets that definitely do work on the desktop IE. but I cannot get them to draw graphics correctly in Pocket IE. The applets only use v1.4 basic graphics, none of the later alpha blending etc. Is Java v1.4 still too high?

Well, after a lot of digging around. It would appear that graphical applets are useless, the ChaiVM SDK is required, in order to get hold of the ChaiAWT package(s).

chai is only compliant with version 1.1.8 (still useful if you don't need applets with graphics. but difficult to debug either way )

Compilation of any code should use the switch /target 1.1
