Moved to Handheld PC 2000

That almost always means it's trying to use an incompatible DLL file. I'm guessing the games are for Pocket PCs. Most of the time this is due to the program needing the Pocket PC version of mfcce300.dll. The program finds mfcce300.dll on the 720 in \Windows, but it's the Handheld PC version, so it can't support the program.

The solution is to put the DLLs the program needs inside the same folder where the program is. The tools you need are here:

http://hpcmonex.net/izemize.htm

Click on the links for Executability Check and for ARM DLLs. Run Executability Check on the 720 to find out which DLLs are missing. If mfcce300.dll is one of them, use the version inside the "withouthexedit" folder in the ARM DLLs package. Don't hesitate to post again in this thread if you have more questions.

The best option is to use the brilliant software from Alpaxo called RedGear. It's available here in our comunity. It makes possible to open many PocketPC applications without the need of DLL's and hexediting. You should give it a try.

Are you sure that's not the installer program that you're supposed to run on your PC? (That's a very common reason for that error message.)

We'd need the exact name of the program to check into it. I'm also wondering if the game was written for X-Scale Pocket PCs, in which case the program may not work on the 720 (perhaps even with RedGear) because the 720 uses a StrongARM SA-1110 processor.
