| Are there any recommended emulators for Windows CE? I haven't found one that works reliably and can be ran on Linux. | |

| Not really. I made Virtual PC (Hyper-V) VHDX images for x86 versions of Windows CE some years ago, but because CE is so HAL specific, getting the hardware to work properly was difficult to impossible. The only other way to emulate Windows CE was the SDK emulator from the H/PC Pro SDK, which is Windows and only emulates CE 2.11. Unless you can get that running via WINE or the former running via KVM in a very legacy mode, I doubt you'll have much luck booting CE on Linux. | |
