I checked online, and found this:
https://www.ebay.com/itm/MAINSTREET-NETWORKS-CLIO-2-UNTESTED-PLEASE-READ-33204-/184018757178?_ul=BR
If you look closely at the first image, it does indeed say 'Clio 2' on the upper right corner. I assume this is what you're talking about. This is the first time I've seen one labeled 'Clio 2,' so I really couldn't say what it means. As I noted in my review of this device
here, the ROM chip is easily removable, and the characteristic CE 3.0 "Windows Powered" logo on the lower right corner seemed to suggest a pending upgrade to H/PC 2000 or a core version of CE 3.0. I wonder if that's what the Clio 2 is.
Looking a little deeper, I managed to find MainStreet Networks' Web site in the Wayback Machine, and indeed there was a plan for what appears to be a core CE 3.0 upgrade, though I don't see anything about it ever actually happening:

There was even a forum on it, and people there were asking about when the upgrade would come, but it doesn't look like they ever got an answer:
