When signing up there is a warning that "as of January 2019, registering an account will no longer qualify you for access to file downloads"

But as far as I can tell I was able to access downloads as soon as I joined? Did I miss something?

You'll find that you do not have access to all downloads on the site with some parts of the site being more liberal than others.
