There's the problem then. Your device won't allow the Windows CE CAB installer to overwrite HKEY_CLASSES_ROOT\.pvb

Can you delete it by hand and then try the installer again?

I don't see that file in regedit.
But this is after hard reset fyi so there's no runtimes installed

Do you want me to install YASS first, delete pvb, then try your new one?
