There is something seriously messed up with that PVBHOST2.dll. The x86 CE CAB installer just won't properly complete regsrv on it. It is running, but for some reason never finishes all of its registration. It manages 80% of it but seems to just be exiting. Yet you're seeing no error.

Use -first, first. If that doesn't work, try -manual
