I need to transfer files from Windows CE device to a Remote system without using Active sync or IR.Any information regarding this is appreaciable.

Try FileGram over serial with modem protocol such as XMODEM

There is one PC(Windows XP OS) and a Windows ce device . I need to transfer the file from Windows ce to this PC without using Active sync or IR.I wish to know, how i can do this by using COM port or USB.Is there be any software available for this? Whether i have to configure the PC or windows ce device?Can anyone help?
In the case of Active sync, i have to create a partnership. without Active sync and IR, how it can be done?

You're lookign at using a null modem cable to do it then. You will need more powerful terminal clients for the H/PC at least - cambridgevx.com have one for example.
