And there in lies the crux. The PIC is powered by an AMD Geode GX processor. I believe its a variant of the x86 architecture. So no ARM programs, I'm afraid. The PIC however comes with a suite of Softmaker programs, viewers for images and PDfs, Windows Messenger, WMP, a few games, Flash Player 6, and IE6
(which seems fairly robust, although there's the occasional webpage that loads strangely
), and a 10GB HD for storage.
As for the version of Windows CE on it, it apparently has a few ties to XP.
