Can I install apps on my H/PC without the use of syncronization software - i.e. just download them off the Internet onto the handheld?

Yes, you download the 'cab' files and copy them to a storage card and execute them on your H/PC..

I never sync my hpc anyway, I just use it as a separate laptop.

I have to sync my iPAQ though

I'm not planning to use it as a PDA much, mainly for programming on the go, games and browsing if I get a wireless card for it.
I found an application which unpacks as an executable which I should be able to run directly from the H/PC. Will that work if I email to myself each file?
I'm also looking for a zip program which would come as a CAB.

Total commander can be installed as a cab and it include a zip function:
