OK. What we're looking at I think are several problems rearing their head. If you are having problems with the file list on Local sync and LAN, then please lets concentrate on one and not both.
In order for an ActiveSync connection to be sucessful it needs to have access to different sets of things
On the host:
It needs read / write permission access to its HKCU and HKLM hives in the Windows registry
Read / Write access to the program install directory %SYSTEMDRIVE%\Program Files\Microsoft ActiveSync\
Read / Write access to the system global temp folder %SYSTEMROOT%\Temp\
Exclusive access to the Windows TCP/IP stack
Access to WinSock 2 for all connection types and then to SerialCOMM for IR/ USB / Serial
The ability to grab its own IP range
(192.168.55.10x
) and subnet
(255.255.255.0
) for local sync
Access to ports
TCP 990
(Services Manager
)
TCP 999
(Services Manager
)
TCP 5678
(Services Manager
)
TCP 5679
(Communications Manager
)
For LAN sync it also needs a slab of TCP ports in the 4600 range
The host either has to have
(LAN Sync only
):
NetBIOS resoloution
(TCP 135 through 137
)
A Fully registered FQDN A-Name entry on the Primary DNS server for the sync
A Fully registered WINS Name entry

The Host cannot have port blocking, the host cannot have packet filtering enabled through any firewall. Kill any firewalls services including the Windows firewall
(Be sure you're not directly connected to the net now...
), close down any packet monitoring and virus scanners
(If you have anything 'Norton' branded running kill it irrispective *shudders*.
AdAware scan your system to make sure there isn't anything floating around keeping the ports open -
