1) Lately my PC fails to shut down using the Windows command. Most of the time it freezes. How can I figure out what's causing it and how do I fix it?
2)I'm looking to buy an LCD display. I've seen the cheapest have a spec of "16 or 12ms". I think that's some sort of delay. Would such delay make them unfit for gaming?

Little more info required here, Windows version and what command you refer to would be good.
shutdown.exe or start > shut down > Shut down

ms values (milliseconds) are response times. In reality it is the time that each pixel in the LCD takes to respond to a change of state - i.e. change in colour. The lower the value, the faster the screen, therefore better for high frame rate gaming.

ok...I have Windows XP. I used the Shutdown button.
For a while after the problem appeared I could use the Logoff button and it would shut off but now that doesn't work either.

Oh, shutdown issues are usually HAL related.

Hit Windows update, ensure you have SP2 and all updates.

start > run > chkdsk c: /f /r
Say Y to all questions and reboot the PC.

That is a first step, nothing more.
