How to create/change .cab file?

I saw that some of you seem to be able to create own .cab files. How is it possible to make one, and how is it possible to unpack a cabinet file without installing it?

creating: wince cab manager (OCP Software, commercial)

unpacking: total commander (on the pc)

GNU Linux (preferably Debian, or Ubuntu for starters ):

pocketpc-cab: to create cabs.
cabextract: easy to guess

GPL'ed, of course

I use the WinCE Cab Manager from OCP myself. They have a trial version you can give a try...works really nice.
