It means confirmed address, with a verified account. Basically, so I get seller protection from paypal.

then why not just say confirmed instead of verified? it is too confusing for me qt least. when a seller told me i needed a verified paypal account to bid, i did so, then it turned out he wanted a confirmed address as well. in the end, mayb they'll accept my paypal now but it is stll confusing
sorry for the off - but this helped a lot... annoying as wel though
