It can be - technically.

Windows CE's UI is a sample provided by Microsoft, it isn't "Windows CE". Most ROM images we here are using are over 8MB, many 32MB. They look the same as they use the same UI.
However I bet you wouldn't be able to tell me if the petrol pump you used recently to fill your car up, or the ATM you used to get money was a Windows CE device. As many of them are.
