romdumptoCF did it, then only needed to recreate romheader pointer and that was it, files got dumped fine.
if anyone needs a dll or anything from an ARM hpc pro rom let me know.
fyi recreated romheader pointer looks like this

(not that i think anyone wants to read this part but maybe someone needs it

edit: not so fine. some files are slightly corrupted. probably compression is a little bit different from CE3
so needs more work but i will not play with this now unless there is some particular goal
