I don't remember ever seeing a wysiwyg html editor for CE...just text editors that would let your preview your creation after writing the html.
This one will run, but it doesn't support all the bells and whistles of advanced html editing, but it does handle basic commands okay:

I think HBomb is also available from this site somewhere if I remember correctly.
